Purpose:
While at project closure you may correctly determine that the project has been successful, more often it is only a post project review that can assess whether the project has delivered the expected benefits. The reason for this is that benefits are rarely immediate and take time after the project to be realised.
It determines how well the project has performed against the original project and business case performance measures in terms of benefits and also in terms of costs.
Any variations between actual results and expected benefits and costs, are explained.
Lessons learned on how future projects can be improved are determined and a course of action and ownership for their implementation is put in place.

Post implementation reviews are carried out on a sample of activities/programmes/packages that have been substantially completed for at least two years.
This gives enough time following completion for meaningful assessment of how well generally they have achieved their outcomes.
Activities or packages/programmes to have post implementation reviews are selected at the start of each financial year as part of the development of a wider investment assurance work programme.
